The labeling of cosmetic products in El Salvador is regulated by the Central American Technical Regulation 71.03.36:07 Cosmetic Products. We can find there its definition as: “It is the mandatory information included in the label, image or other descriptive or graphic material that has been written, printed, marked in relief, which is attached to or included in the packaging of a cosmetic product.”

The minimum requirements to be met by the labeling of cosmetic products are outlined in numeral 6.1 and are detailed as follows:

  1. Cosmetic form. The cosmetic form must appear on the labeling of the primary or secondary container.
  2. Sun protection factor: In the case of suntan lotions.
  3. Net quantity declared. The net content must be declared in units of the International System of Units.
  4. Name of the owner and country of origin. The name, denomination or company name of the person responsible for the product and country of origin must appear.
  5. Declaration of the list of ingredients. The list of ingredients must be declared in INCI nomenclature.
  6. Batch declaration. Any part of the primary or secondary container must bear the lot identification, information that must be engraved or marked with indelible ink or in any other similar way by the manufacturer, which must be clear and ensure its permanence. This information must not be removed, transcribed, altered or covered.

7. Safety information. This information must be following the regulations:

7.1 Annex II of CONSLEG: 1976L0768, List of substances which may not enter into the composition of cosmetic products. Office for Official Publications of the European Communities.

7.2 Annex III List of substances which may not be contained in cosmetic products except under the restrictions and conditions laid down. Office for Official Publications of the European Communities.

7.3 CTFA. International Cosmetic Ingredient Dictionary and Handbook.

7.4 Additional information. Any information or graphic representation, as well as written, printed or graphic material, may be presented on the label, supplementary label or insert, provided that it is under the mandatory requirements of these regulations. Such information must be truthful, verifiable and must not mislead or confuse the consumer.

  1. Presentation of information
    The data that must appear on the label must be indicated in clear, visible, indelible characters and in contrasting colors easy to read by the consumer, under normal circumstances of purchase and use.
  2. Prohibited claims
    The use of the following claims is prohibited:
  • Misleading claims.
  • Claims of therapeutic properties of any condition or specific products for the treatment of skin dysfunctions.
