The Health Regulation Agency (ARSA), in use of its faculties according to Decree number 7-2021 and based on the established in the regulation for the sanitary control of products, services and establishments of sanitary interest (Agreement number 06-2005, La Gaceta number 30,841) communicate to the Natural or Juridical persons that manufacture, import and commercialize cosmetic products that as of September 12 of the present year, the absorbent personal hygiene products, given the low risk for human health, will be exempted in its modality of sanitary registration, import and commercialize cosmetic products that as of September 12 of this year, the absorbent products for personal hygiene, given the low risk for human health, will be exempted in its modality of sanitary registration, renewal and modifications.

Cosmetic and related products that will be exempted from sanitary registration: Sanitary towels, tampons, pads, disposable diapers, wet wipes, wet wipes, disposable diapers for urinary incontinence, swabs for personal hygiene, sanitary hygienic papers, cotton and cotton make-up remover towels.

In order to proceed with the importation and commercialization of such products in the country, a Certificate of Exoneration of Sanitary Registration for Absorbent Personal Hygiene Products must be requested before ARSA, for each product to be imported or commercialized, which will be issued only once”.
