On October 7, 2022, the Guatemala Health Ministry made a modification to List I of Chemical Precursors, described in Article 10 of Governmental Agreement 54-2003 Regulation for the Control of Precursors and Chemical Substances, to adapt them to the recommended international provisions.

Chemical precursors are used in the manufacturing and/or preparation process of narcotic drugs, psychotropic substances, and others with similar effects, so it is important to maintain their surveillance, control, and regulation.

Government Agreement 54-2003 contains List I and II of Chemical Precursors and List III of Chemical Substances; this applies to all pharmaceutical establishments or companies that carry out activities with such substances.

Precursor Chemicals List I is modified, to which the following molecules are added:

  • 3,4-MDP-2-p-methylglycidic acid
  • 4-anilino-N-phenethylpiperidine (ANPP)
  • N-phenethyl-4-piperidone (NPP)
  • Alpha-phenylacetoacetamide (APAA)
  • Methyl alpha-phenylacetoacetate (MAP)
  • Alpha-phenylacetoacetonitrile (APAAN)
  • Methyl 3,4-MDP-2-p-glycidate
  • Tert-butyl4-anilinopiperidine-1-carboxylate (1-BOC-4AP)
  • norfentanyl
  • 4-aminopyridine (4-AP)

For the possession, use, import, export and/or commercialization of these and the rest of the controlled substances, the requirements of Governmental Agreement 54-2003 of the President of the Republic, Regulation for the Control of Precursors and Chemical Substances, in accordance with the Law Against Drug Trafficking, must be complied with.

Ministerial Agreement 239-2022 came into effect on October 8, 2022 when it was published in the Diario de Centro América.
