He works with LatinAlliance as external counsel in El Salvador and specializes in Litigation and Arbitration. He is a member of the Editing Commission for the Penal Code and and Criminal Procedure Code, and the Director for the Public Education and Legal Reform areas in the Executive Technical Unit of the Justice Sector.
Mr. Rodríguez has ample experience in the public sector; he has also worked as director of Legal Certainty for the Ministry of the Interior; as legal director for the Ministry of Public Security and Justice; and as vice-minister for Public Security and Justice. Furthermore, he is an international legal consultant in criminal law for the USAID, WORLD BANK and BID cooperation programs.
He is a graduate in Legal Sciences from the Dr. José Matías Delgado University in El Salvador. He also has a Master’s degree in Legal Sciences from the Dr. José Matías Delgado University and the Autonomous University of Barcelona, Spain. Furthermore, he holds a doctorate from the Joint Doctorate Program in Private Law of both these institutions.
His academic preparation and teaching experience are remarkable. He has taken postgraduate courses in Criminal Law and Criminology from the Salamanca University, Spain. He is a tenured professor in Criminal Law and Criminal Procedure Law at the Escuela Superior de Economía y Negocios, ESEN. He also held the position of dean of the Jurisprudence and Social Sciences Faculty of the Salvadoran University Alberto Masferrer (USAM) and was a tenured professor in Criminal Law, Criminal Procedure Law and Criminology at the Dr. José Matías Delgado University.
